Jean Todt, the president of the sport's ruling body, the International Motoring Federation (FIA), said that he wanted to review the possibility, adding that it would mean lighter and leaner cars and more spectacular racing.
"Cars are probably becoming a bit too heavy," said Todt, the former Ferrari team boss. "That is something we discussed. I am pushing for analysing what it would mean if we reintroduced refuelling."
"If you reintroduce refuelling, then you will have lighter cars at the start of the race and you can have smaller cars."
The last refuelling era ended in 2010, heralding in the modern formula in which cars have become heavier to accommodate bigger fully-filled tanks.
These in turn have contributed to the processional races and one-stop race strategies that have attracted criticism at some recent races.
"Sometimes, I hear that it will be more expensive," said Todt. "But that makes me smile, honestly. When I see the size of the team motor-homes, I don't think really that it is the price which will be against it."
